As a part of a land use study for the City of Alexandria, Moore Planning Group, LLC (MPG), developed a corridor enhancement program for the portion of Interstate 49 that flows through Central Louisiana. The program's intent was to produce a document to serve as a guideline for the region as they addressed Interstate 49's visual impact.

Safety, function, and enhancement formed the primary focus in analyzing and developing the corridor's conceptual plans. Safety, the main priority, addressed not only driving concerns, but also resultant land uses, both around and under interstate structures within the urban corridor. The second priority, function, dealt with solving or easing Interstate 49 functional problems, particularly in highly visible urban corridors where typical rural maintenance techniques do not prove adequate. Lastly, Moore Planning Group's plan featured unique ways to capitalize on enhancement opportunities within each of the zone's five identified corridors.

MPG then configured all recommendations into a matrix that featured safety, function, and enhancement as the hierarchy and priorities for plan implementation.
