In 2004, Moore Planning Group, LLC (MPG) developed the West Crowley Neighborhood Revitalization Master Plan to enhance the city’s eligibility for Louisiana Housing Finance Agency (LHFA) assistance, whose goal is to provide “a decent, safe, sanitary affordable home for every low and moderate income Louisianaian.” The plan's object was to integrate proposed development, and strengthen / upgrade existing elements of the community.

Additionally, the plan was to improve the quality of life by providing ideas for future safety, function and aesthetic improvements to the living environment. To create the revitalization plan, MPG worked with the residents and officials of Crowley to identify potential neighborhood revitalization and redevelopment elements, and to organize strategies to help with implementation. Neighborhood residents expressed concern over the need for park enhancements, sidewalk and street lighting improvements, and improvements to storm water management in low lying areas.

In response to concerns, the master plan called for the following actions:

• Expand space and programming for Martin Luther King Community Center Park.
• Improve and update existing parks.
• Improve sewerage treatment facilities.
• Create safe and attractive sidewalk connecting residential areas, neighborhood schools, churches, parks, and shopping and employment venues.
• Provide bicycle trails to parks where feasible.
• Repair existing sidewalks.
• Add street tree plantings.
• Evaluate and repair public infrastructure.
• Upgrade the street lighting system.
• Evaluate the storm drainage system, possible obstructions and capacity restrictions to drainage network.
• Establish storm water impact assessment procedures and requirements for all new development.

Today Crowley is a city of nearly 14,000 residents. Known as the region's center of rice production, Crowley continues to draw guidance from the master plan with subsequent funding applications and development proposals.
