Following the massive destruction of the 2005 hurricane season, the Gulf Coast faced the monumental task of rebuilding. Hardest hit was the southern region of Louisiana. The Federal Emergency Management Agency (FEMA) contracted Moore Planning Group, LLC (MPG) for recovery planning in 18 parishes affected by Hurricanes Katrina and Rita.

Moore Planning Group’s initial role was to work with FEMA ESF 14 planners to produce approximately 19 parish-level, Long-Term Community Recovery (LTCR) plans in hardcopy format. As the planning effort evolved, MPG’s scope of work expanded, requiring a wider range of the firm’s professional services. From January to May of 2006, the MPG team gathered information about the affected areas, reviewed proposed project plans, prioritized projects according to viability, created conceptual graphics of projects, guided teams working for FEMA, gave direction to planning efforts, and worked with various levels of government officials. Another role MPG performed was educating out-of-state FEMA workers about Louisiana geography and culture

In addition, Moore Planning Group also provided the following services:

• Design templates for parish LTCR plans
• Support the development of the web-based parish LTCR planning tool (louisianaspeaks-parishplan.org)
• Provide strategic planning support to FEMA ESF-14 management and Louisiana Recovery Authority.
• Assist FEMA Plan Production Management in creating planning directions for over 300 LTCR planning team members in the field
• Support FEMA transition of the LTCR planning effort to the State of Louisiana
• Create ongoing organizational concept for post-ESF-14 LTCR planning and implementation for the state and parishes
• Facilitate ongoing LTCR operations through strategic and technical consulting and resource coordination
• Present the web-based LTCR planning tool to state Senate and assembly members
• Conduct outreach and training on the web-based LTCR planning tool to parish and municipal officials
